arrangements which will release Mr. K. L. Chau, a B.A. of

Durham University, from his duties as Assistant Master at Queen's College to become an Inspector of Vernacular Schools. The Education Department is fortunate in getting the services of men of this type for the highly responsible work of the Vernacular Schools Inspectorate, and I propose that their scale of salary should be the same as that proposed for Assistant Masters in paragraph 4 above, i.e. £400 rising to £600 by £20 annually, and thereafter subject to passing an efficiency bar by £25 annually to £800. An advantage of this arrangement, will be the interchange- ability, when desired, of Assistant Masters and Vernacular Inspectors, as in the case of Mr. K. L. Chau mentioned above.

British Mistresses.

8. This class is normally recruited in England

through the Colonial Office. The present establishment is

27 Assistant Mistresses on a scale of £300-20-400, one

Headmistress on £400-10-500 and one Headmistress on £500-10-

600. By the end of this year eleven Assistant Mistresses

will be on their maximum of £400. Two of them have been on

this maximum since January 1920. It has been represented

to me, and I agree, that the prospects at present offered

are inadequate. The cost of living in this Colony has

risen very considerably since 1920 and the pensionable

prospects of a salary of £400 are small.

I propose that subject to an efficiency bar

at £400 progress should be from £300 by £20 to £400 and from

£410 by £10 to £600 for the whole of this class.

Chinese Masters.

These are of two types, English-teaching and

vernacular. For the former there are 2 scales:-
